This has to do, it is suggested, with the fact that the beginnings of the discipline in Quebec coincided with a reorientation of its paradigms. The future looks more auspicious.

L’étude des partis au Québec depuis 1970

Vincent Lemieux
AbstractSince 1970 the publications on political parties in Quebec have been various and numerous, but their cumulative nature is rather restricted. Few authors have worked with the models or conclusions of some other authors. Generally speaking young political scientists were not inclined during this period to have parties as their main field of research and theoretical constructions have remained scarce. The situation is about the same in United States and elsewhere in the world.

Les problématiques changeantes en administration publique (1965-1992)

James Iain Gow
AbstractDo the approaches used in the study of public administration follow the changing course of events? This study identifies five major approaches used by Quebec authors: pluralist political science, law, management, economics and political sociology. Recent history shows that the popularity of an approach does reflect current events, but the relationship is not all one-way. No approach has so far succeeded in reaching a satisfactory synthesis of the others.

Les déterminants des politiques provinciales au Canada : une synthèse des études comparatives

Louis M. Imbeau and Guy Lachapelle
AbstractThis article is a review of the studies on provincial public policies in a comparative perspective. We first caracterise the choice of government policies (the dependent variable) using four criteria: the sector of intervention, the point of view, the type of observation, and the form of government activity. Then we direct our attention to the choice of explanatory factors (the independent variables) looking at the relevance of the arguments presented by two approaches: the "Convergence Approach" and the "Politics Matters Approach".

Les relations internationales du Québec : efforts de définition d’un nouvel objet d’étude

Louis Bélanger, Guy Gosselin and Gérard Hervouet
AbstractThe study of Quebec's international relations has not produced, as of yet, a genuine research program, with a coherent set of data and tools of analysis. Different approaches to the phenomenon are presented, according to the different aspects of the object under study and according to the analytical frameworks which have been developed to better understand the nature and extent of Quebec's international behavior. A recent concern for empirical methods in assessing Quebec's international activities allows one to contemplate the possibility of a more systematic analysis in this field.

L’analyse politique critique au Canada anglais et la question du Québec, 1970-1993

Serge Denis
AbstractHistory has yet to be written on the main explanations given by English Canada on Quebec realities since the 19th Century. In this paper, I delve into how progressive and left liberal political analysts in anglophone universities outside Quebec have accounted for, over the last quarter of a century, Quebec nationalism and its constitutional demands. It is possible to establish chronologically the dominance of certain important theoretical paradigms, linked by series of filiations and discontinuities. The specialists' personal attachment to the established state institutions, though, appear to me as a constant of those paradigms, determining in certain cases the very perception of the studied phenomena and, what is really paradoxical, the democratic definition itself of the relationship between populations and... institutions.

Lionel Groulx.
